All I really know of the context between Ais and the Freya familia, as I haven't gotten that far in Sword Oratoria yet, is that Freya allowed Ais to train with Ottarl as a favor at some point in Sword Oratoria and is now calling that favor due to prevent Ais from helping Bell in ANY way before the War Game. As far as your question about the number of volumes left in the arc goes, this is it. Volume 18 covers the War Game and then the arc is over. The whole Freya arc runs from volume 16 to 18. Volume 16 was the date with Syr, volume 17 was everything between when Freya charmed the city until she declared the War Game, and Volume 18 is the War Game itself. The next major arc in the series starts in volume 19, but is still being written so we don't really have much hope of another season for at least a couple of years. I will agree that at least the War Game itself has been rushed a bit as there was a bit more tactical back and forth between Lili and Hedin in volume 18, but it would never have lasted enough time to completely fill a second cour. For those of us who've read the LNs, that episode 11 cliffhanger is absolutely BRUTAL because we know what's coming. Especially if you've seen the next episode title at the end of the episode. Probably one of the best moments in the series is going to happen in episode 12, but now we have to wait until Spring. 😫
